Small area estimation for composite indicators: the case of multidimensional poverty incidence

This paper proposes a methodology to obtain estimates in small domains when the target is a composite indicator. These indicators are of utmost importance for studying multidimensional phenomena, but little research has been done on how to obtain estimates of these indicators under the small area context. Composite indicators are particularly complex for this purpose since their construction requires different data sources, aggregation procedures, and weighting which makes challenging not only the estimation for small domains but also obtaining uncertainty measures. As case study of our proposal, we estimate the incidence of multidimensional poverty at the municipality level in Colombia. Furthermore, we provide uncertainty measures based on a parametric bootstrap algorithm.

Modelos de unidad para la generación de mapas de pobreza a nivel subnacional

Existe un creciente interés por contar con estadísticas sobre diversos grupos de la población con un alto nivel de desagregación geográfica, que generalmente excede la capacidad de las encuestas de hogares para proveer información representativa a dichos niveles. La estimación en áreas pequeñas (SAE, por sus siglas en inglés) es un conjunto de técnicas estadísticas que permiten la estimación de parámetros a nivel subnacional y que buscan mejorar la calidad de las estimaciones directas basadas en encuestas de hogares cuando la desagregación no alcanza los criterios de calidad adecuados para su publicación. Este documento presenta la metodología y los resultados de la aplicación de un modelo de estimación de áreas pequeñas a nivel de unidad con errores anidados y factores de expansión para la estimación de indicadores de pobreza a nivel provincial en el Perú, comunal en Chile y municipal en Colombia. Al utilizar los censos de población como fuente de información auxiliar, el modelo permite mejorar la precisión de los indicadores de interés en áreas geográficas donde las encuestas no alcanzan la representatividad adecuada.

Small area estimation using multiple imputation in three-parameter logistic models

We propose a novel methodology relating item response theory methods with small area estimation strategies in the presence of missing data. Specifically, we propose an unbiased estimator for the average ability parameter of three-parameter logistic models. Thus, we carry out an extensive simulation study in order to compare our estimator with the well-known Horvitz-Thompson estimator. According to our experiments with synthetic data, our proposal has substantial lower standard errors than its competitor. In addition, we perform an actual application by considering the Mathematics results of the 2015 Program for International Student Assessment (PISA), and also, compare our results with previous analyses. Our findings strongly suggest that our methodology is a high competitive alternative for generating compelling official statistics.

Inequalities in COVID-19 mortality: defining a global research agenda

Joseph Friedman et al. assessed in this phase. Age and sex will be assessed where they are studied intersectionally with other social dimensions, such as income or education. A set of pilot searches identifying key papers on social inequalities in adult COVID-19 mortality will guide the development of a list of social stratifiers and theoretical frameworks. Theoretical frameworks will likely include the syndemic approach, intersectionality, fundamental cause theory, social determinants and straightforward social epidemiological measurement approaches. Study designs for represented research will include cohort studies, cross-sectional studies, randomized controlled trials and non-randomized trials. Poverty mapping in Latin America: ECLAC experiences on small area estimation

Poverty mapping is a valuable tool for governments and international organizations to identify the geographical areas and population groups that are most deprived or vulnerable. This approach can lead to designing and monitoring development policies more effectively. This article presents the recent experience of the Statistics Division of the UN Economic Commission for Latin America and the Caribbean (ECLAC) in using Small Area Estimation (SAE) methods to combine information from household surveys, censuses and satellite imagery to deliver poverty estimates at the provincial and municipal levels, which could not be attained using the household surveys alone.

Continuity of household surveys after the coronavirus disease (COVID-19) pandemic

In the context of the global coronavirus disease (COVID-19) pandemic, the Economic Commission for Latin America and the Caribbean (ECLAC) is preparing a series of short publications with key policy recommendations for this period. This note, the third on household surveys, offers some considerations regarding the continuity of this type of statistical instrument in a context of initial lifting of the restrictions on movement in the region that were put in place to contain the spread of the pandemic.

Criterios de calidad en la estimación de indicadores a partir de encuestas de hogares: una aplicación a la migración internacional

Las encuestas de hogares utilizadas en los países de América Latina para cuantificar los principales indicadores sociales tienen un diseño complejo, que se caracteriza por ser estratificado, de múltiples etapas y con probabilidades de inclusión no uniformes. Las estimaciones elaboradas a partir de estas operaciones estadísticas están sujetas al error muestral, lo que hace necesario evaluar su validez estadística mediante diversos indicadores de precisión y confiabilidad. Este documento describe un conjunto de criterios para evaluar la confiabilidad estadística de los indicadores estimados mediante encuestas de hogares. Su aplicación se ilustra mediante el cálculo de diferentes variables de interés para la población identificada como inmigrante. Se utiliza información reciente de 16 países, proveniente de las encuestas de hogares armonizadas del Banco de Datos de Encuestas de Hogares (BADEHOG) de la CEPAL.

Recommendations for eliminating selection bias in household surveys during the coronavirus disease (COVID-19) pandemic

In the context of the global coronavirus disease (COVID-19) pandemic, the Economic Commission for Latin America and the Caribbean (ECLAC) is preparing a series of short publications with relevant policy recommendations. A number of recommendations are made in this note to address bias problems that may arise in household surveys carried out during this exceptional period, as a complement to the suggestions made in a previous note on the sample designs for this type of survey.
